From Water Bankruptcy to Regeneration: Humanity’s Point of Choice

For years we have spoken about a “global water crisis”. But a new UN-backed report suggests something more serious is unfolding: the world is entering an era of global water bankruptcy.

That phrase is confronting for a reason. A crisis implies a temporary shock followed by recovery. Water bankruptcy describes a different reality in many places: persistent shortages and damaged systems that cannot simply return to what used to be “normal”. In the words of one of the report’s authors, for much of the world, normal is gone.

This is not written to remove hope. It is written to encourage action, honesty, and faster learning about what works. Because bankruptcy is not the end. In finance, it is the start of a recovery plan: you stop the bleeding, protect essentials, restructure what is unsustainable, and invest in rebuilding. Water demands the same mindset.


What does “water bankruptcy” mean?

The report describes water bankruptcy as a condition defined by two forces:

  • Insolvency – withdrawing or polluting water beyond renewable inflows and safe limits.
  • Irreversibility – long-term damage to water-related natural systems, such as wetlands and lakes, that makes full restoration impossible or extremely unlikely.

This matters because it changes how we respond. If we keep treating water as a short-term emergency, we reach for short-term fixes. But if we acknowledge that some systems are already near-bankrupt, we begin to plan for long-term resilience and repair.


The human reality behind the headlines

Water scarcity is not evenly shared. The report highlights that the burden falls disproportionately on smallholder farmers, Indigenous Peoples, low-income urban residents, and often women and young people, while the benefits of overuse tend to accrue elsewhere.

We can already see the scale of the challenge in the numbers shared within the report:

  • Nearly three-quarters of the world’s population live in countries considered water-insecure or critically water-insecure.
  • Around four billion people experience severe water scarcity for at least one month each year.
  • More than half of the world’s large lakes have declined since the early 1990s.
  • About 35 percent of natural wetlands have been lost since 1970.

These are not distant environmental statistics. They translate into food insecurity, rising costs, health impacts, migration pressures, and social tension. When water becomes unstable, everything becomes unstable.


Water and biodiversity are linked

The water story is not separate from biodiversity. They are deeply connected. Wetlands, rivers, forests, and healthy soils are part of the planet’s life-support system. When biodiversity is lost, water systems lose resilience. When water systems fail, ecosystems collapse faster.

That is why the conversation cannot stop at infrastructure or emergency response alone. We also need to protect and restore the living systems that keep water cycling through landscapes in the first place.


Why Indigenous leadership matters

One of the most practical and overlooked truths in the sustainability conversation is this: a significant share of intact and thriving ecosystems are managed and protected by Indigenous peoples.

We see this in the Amazon, where Indigenous and local communities are defending forests, rivers, and land rights, often under immense pressure. The work of organisations supporting Indigenous-led conservation offers a clear reminder: protecting nature is not only about technology. It is about governance, rights, knowledge, and the people closest to place.

This is not a “nice to have”. It is part of what works.


So what do we do? Move from “crisis response” to structured recovery

If we accept the reality of water bankruptcy, the response becomes clearer. We need recovery plans that are grounded in what water systems can actually sustain, not what past decades led us to expect.

That includes action at every level:

  • Communities changing behaviours, protecting local waterways, restoring landscapes, and strengthening local resilience.
  • Institutions and businesses reducing water footprints, ending pollution, and investing in long-term stewardship rather than short-term extraction.
  • Governments creating policy that matches hydrological reality, protects essential services, and funds transition.

And we can learn from countries that have planned ahead. One transition framework shared by Professor Elizabeth Thurbon describes a common pathway when governments choose to move from fossil fuels to cleaner systems:

  • 1) Scale down what no longer serves the future – begin reducing reliance on fossil fuels.
  • 2) Support workers through change – work with employees and industries to build credible transition pathways.
  • 3) Educate widely – explain the health, economic, and security benefits of the transition.
  • 4) Invest and communicate – set aside funding, training, and public engagement to accelerate change.
  • 5) Align finance with outcomes – provide policy clarity that gives confidence to investors and institutions.

The details differ by country, but the lesson is consistent: transition happens faster when people understand the benefits, see fair pathways, and trust the plan.
